Yes. As an options trader, I buy and sell frequently as it is. But this could be done using any liquid investment vehicle. You only have to sell after 15–20 months based on the introductory 0% APR period.

Alternatively, you can balance transfer using a card with a sign up bonus for transfers. Assuming this new card also has 0% APR, you don’t have to sell any investment. I have done this as well.
